Six Steps For Successful Participation
There are six guided steps in achieving a successful DCT participation. As a result, your company will enhance its capacity in organizing, conducting, and supervising in-company trainings together with a TVET institution; as well as provide the company with a cost-efficient way to acquire a more productive, capable, and loyal workforce.

You can find more information on the available DCT courses per province and TVET institution here (link). In order to participate in DCT, your company will have to fulfil the following minimum requirements:
- Availability of qualified in-company trainers who have a minimum of 5 years of work experience and either:
- A proven record for conducting instructions in-house or
- Attended and completed the training for in-company trainers offered by the DCT Service Center of LNCCI.
- Availability of a training coordinator to maintain communication with TVET institution and LNCCI.
- Availability of an infrastructure which allows the implementation of training content as defined in the respective curriculum.
- A reasonable and manageable in-company trainer-trainee ratio of not more than 1:5.
- Sign a Memorandum of Understanding (MoU) with a TVET institution.
- Sign a DCT Contract with the trainee.
- Commitment to cover the costs of in-company training phases (stipends, meals, transport, training tools and consumables etc.).
Decide
Take the decision whether your company wants to participate in DCT and inform the respective TVET institution. As next step, a Memorandum of Understanding (MoU) needs to be signed between your company and the TVET institution. The document defines the main target of the cooperation, namely the organisation and implementation of DCT, and describes the respective tasks of both sides. Download an MoU template here.
Select
Assign a training coordinator who has the following tasks:
- Coordinate activities and liaise with DCT Coordinators of respective TVET institution.
- Facilitate process to formalise a partnership between TVET institution, company and trainees, incl. preparation of MoU and DCT contract(s).
- Contribute to the preparation of planning documents, in particular an agreed training calendar, by the DCT Coordinators of the respective TVET institution.
Assign an in-company trainer(s) who has the following tasks:
- Develop a training plan which specifies the time period a trainee spends in a specific department, defines the rotation between the different departments and, as a result, indicates how the learning content of curricula for in-company training will be realized.
- Introduce trainees to all relevant company rules and regulations as well as applicable occupational health and safety measures and ensure that instructions are followed.
- Organize, conduct and supervise in-company training as well as monitor and document if learning progress follows the approved curricula and procedures.
Prepare
In order to ensure that your company delivers in-company training in line with the DCT course, a training plan has to be developed by your appointed in-company trainer. If required, the DCT Help Desk Operators from the DCT Service Center of LNCCI in Vientiane Capital or the Provincial Chambers of Commerce and Industry in Luang Prabang and Champasak or the DCT Coordinator of the TVET institution can support your company with the development of the training plan. Start!
Organize and conduct the in-company training in accordance the training plan in close coordination with the TVET institution. In order to make sure that all involved stakeholders, in particular companies and trainees, have the correct understanding of duties and tasks, information meetings are organised by the TVET institutions with support of DCT Help Desk Operators from the DCT Service Center of LNCCI in Vientiane Capital or the Provincial Chambers of Commerce and Industry in Luang Prabang and Champasak. The meetings take place at the beginning of each semester and a few days/weeks before the start of each in-company training phase.
In order to assure the quality of DCT during the implementation phase, in-company trainers and vocational teachers need to be accompanied and mentored. This task will be carried out by vocational teachers with long-standing experience and sector expertise from the respective departments of the TVET institutions, with support of DCT Help Desk Operators. The DCT mentors regularly analyse the implementation quality through observation and interviews and provide recommendations for further improving the implementation process.
